    Or simpler yet, can mages somehow put ley lines into sea areas? That
    would require less effect than developing a source up from 0 to a point
    where reasonable realm spells are castable.

    One need look no further than the former communist countries where (in
    Birthright terms) the government completely controlled the Law and Guild
    holdings and was trying to destroy the Temple holdings. The government
    employed EVERYONE, and it was very inefficient.

    Actually, that's one thing that is missing from BR. As holdings get
    larger they tend to be MORE efficient when the inverse should be true.
