    i would say thatr there are most definatly sources underwater. anywhere
    thatr there is nature, there is sources IMC.
    in fact, in an upcoming campaign of mine, the mage just might start up a
    source holding underwater (its going to be a pirate campaaign. with one
    of the players a type of wiz.)
    the difficulties are just as Phillip Hibbs wrote.
    also, in my upcoming Masiele PBeM, there is an awn who is called the Sea
    Mage. he lives in the ocean, off the coast of Masiele with his empire
    of Sahuagin. him as the leader which all the Sahuagin are vassaled to.

    Although an apperatus of Kwalish (hope i got that right) could be a
    solution too. :)
