On the Contrary: Trade Routes are incredily EASY to contest: all you need
to do is get the country's Regent to Decree them Outlawed (which is a free
action for the regent). This stops the trade route. Period. This is a
favorite tactic my warrior-rulers use to get back at theirthorn-in-the-
side guilders: Fund my next battle, or I make it illegal for you to have
any trade routes. The regent, after all, controls the roads, the ports,
any toll bridges, the gates of cities. She has remarkable control over
what can pass to and fro through her realm.

When I GM, I limit the number of traderoutes by your guild size. i.e.
Level 1 guild can have 1 route, level 2 guild can have 2, etc. This
keeps level 0 guilds from opening and gobbling trade routes as well.

Remember the province ruler can put the kybosh to any tradwe route they
want..sort of an all powerful thing :) And yes, a level 0!! guild can
control all the trade routes out of a province, but they aren't too hard
to disrupt..just have your troops ambush the caravan as it leaves the city
    :)
