    I take the average province income (ie: 2d4+1= 2+2+1 =5) and add 1GB
    for the province itself and one if there is a law holding (thus it would
    turn out as an income of 5+1(province)+1(law)=7).

    I don't use any formula. I use what I feel fits the situation. I
    usually try to keep battles pretty even, unless I don't want the PC's to
    invade a country, then I will make it so they are outclassed and have to
    retreat. The main thing to remember is that you should try to balance
    drama and realism. A poor country shouldn't be able to field a huge
    army, but you don't want the PC's to walk over them either. Just field
    what you think looks right.
