I disagree here. We are talking about a fantasy world, things learned
from our own history do not necessarily apply. Priests can cast
Divination or Commune to determine if enemy x has developed gunpowder,
wizards can do Locate Gunpowder spells, or invent spells that prevent
gunpowder ignition in an area of effect, etc. If you as referee want
wizards and priests to be able to interdict gunpowder use, then they
can!
