    Learning Action

Thanks for all your responses....anyway I was wondering if anybody else
out there was using the Skills & Powers rules in Birthright and, if so, what
have you put the Birthright proficiencies at ( cost, ability & initial score )?
And do you allow the PC's to learn new prof. by using the Learning
Action or an equivalent? If so what rules du you set ?

The reason for the questions above is that I've just tried to make my
own rules, but I feel that they are a little bit too demanding of the PC's (
I've made it by using the Skills & Powers system! ).

    Wating for replies....any replies.

    Well, thanks!

I'll keep writing as long as you guys keep reading!

PS: I'm printing this letter out for my boss ... ;-)

PPS: Okay, I print out all reviews of my stuff ... it helps me keep track
of what I should and shouldn't do later on (but the above sounded funny).

Actually I have used a variant on this rule for all of my campaigns for a long
time before Birthright ever came out. If a character wanted to learn a new
proficiancy without spending a slot, the character must first find someone to
teach them the skill (normally I allow players to add whatever new proficiency
that they have the open slots for without a teacher), and then must spend a
number of months equal to the the number of slots of the proficiency, at the
end of the training period, the character must make an intelligence check to
    actually learn the skill

I am not sure what exactly you mean by the learning action. Assuming you mean the character action which I believe is called training, then this is my interpretation. I use the Skills & Powers books, along with all of the other Player's Option books, and this I believe helps greatly. When you use a character action to "train" then you can do one of the following:

1)Gain a Hit Point- up to the maximum that you hit die allow. Ex- 2nd lvl fighter w/ a 18 Con. would have a Max of 2d10 + 8, or 28 maximum hit points.

2)Train to go up a level if you have the necessary experience points.

3)Train to improve a non-weapon proficiency that your character already has. I handle this by making the character make a nw proficiency check, if you roll higher than the # you already have as your sucess # on a d20, then your sucess # goes up by one. As you can see if your character has a skill, say swimming, of a 18, the chance of him improving it with just one roll is near impossible, and therefore it might take many months to improve his skill. (Which a regent running a country just does't have)

4)Research a spell- must pay the appropriate gold bars and make a learn spells check. I make realm spells cost triple and therefore take three times as long.

This is just my interpretation, and because I use the Skills and Powers, PC's can learn only if they have the appropriate character points, with very few rare exceptions.

I hope this answers the question you were asking, and I am not completely off topic. Sorry if I was.
