    Depends on the game..some games play you need law holdings to collect
    provincial tax (not an official rule as far as I can see) In Role playing
    terms, there is no law at all in that province..the regent basically has
    no control over activities and the people are unprotectd until something
    changes.

    The other regent can collect money from the guilds and temples income as
    per the rules...other s play the other regent can also tax the provinceas
    if he/she owned it.

    Nope, only one controls the law, and unfortunately, it's not the
    province ruler.
