Instead of solving this in a way that may later blow upp in your face.
    Make it an adventure....

Someone has located the position of one or more of those stones that
increase bloodline( the same as the Wizard ) but it is placed in a crown that
may only be used by a wizard, but witch also gives a few minor advantages for a
    wizard regent.

Her teacher could be old and dieing and having no heirs want's to give
her his bloodline, then have someone try to stop her, let them stumble on
something greater. like a major plot.

Just a few sugestions, there is always a way to solve problems without
    having to create new rules!

I'm playing in a very good BR campaign, and a sugestion was made
    in the last gaming session:

    - That vassals could use the exceding Doamain Power, i.e. the part of
wich they can't collect because thier BS, to pay the vassalage demands.
For example: there is a wizardress with a BS of 10, and she controls(
thanks to a PC) 16 sources, giving her a DP of 52. The 42 exceding RPs
she would not be able to collect could be used to pay vassalage.

As it came to be, the vassals in our game have a really low BS when
compared to the PCs and major NPCS, and this would surely save them some
    trouble.

    Thanks for the attention,

The problem with this as I see it is that vassalage is paid after RPs are
awarded, must be paid by the regent. Therefore, the regent with the BS of
10, only has 10 RP to pay vassalage, not the full 52. In order to be able
to use this extra RP, the wizardess would first have to increase her
    bloodline.
