    The rulebook refers to reducing maintenance costs on p15 and on p44
    maintenance costs are listed as including castles, fortified holdings,
    occupied provinces and the costs associated with the number of provinces and
    law, temple and guild holdings. Unit costs are listed under payroll, a
    category separate from maintenance costs. IMHO such costs should be kept
    separate. The Administration NWP is useful enough already.

    In terms of Administration affecting maintenace, I allow it to only affect
    basic maintenance (holdings, provinces, and castles), and not armies or
    court, because, like you said, it could end up being too powerful. Along the
    same lines, I restrict the other part of Administration (reducing domain
    action costs by 1 GB) to a one-time bonus for any domain action. This means,
    when Fortifying a castle, for instance, that Administration will reduce the
    cost by 1 GB on the first domain turn only. All other money spent on the
    castle in subsequent domain turns is not subject to reduction through
    Administration.
    That's how I run it in my campaign - hope it helps!

    I thought of limiting the applications of Administration, but I
    have found that almost all of the PC regents have it now. And all of
    the good NPC regents have it as well. As soon as the PC's saw how
    useful it was to be trained in running a nation, they began training
    in Administration. If everyone has the same advantage, then it is
    not really unbalancing. The only people that don't bother with Admin.
    are the characters that are overly concerned with warfare. They
    spend their slots on Seigecraft and Strategy, which is fine with me.

    Just my opinion.

    I charge 500 gp per spell lvl for "common" spells, and rare ones
    can't be bought. I find characters in my campaigns stay poor most of
    their lives. I've got 9th lvl PCs who can barely afford plate mail....
