    Ruling without a Bloodline

    Recently, the subject of how kings and ruling worked on Cerilia worked
    before the gods died. It appeared to me, that it would be very hard
    to rule a kingdom without a bloodline, and the regency that you get
    from that. Also, Im sure that some people have thought of perhaps
    transporting the rulership system to another world (except, athas
    were the fact that a 'gold bar' is equal to 20gp is kinda limiting)

    All of the actions required to run a kingdom pretty much require that
    the ruler have access to regency, and thus a bloodline. However, the
    rulers of cerilia had kingdoms before the battle of deismaar. This
    tells us to things..

    1) The rulers of cerilia prior to deismaar have access to regency
    in some way, even without a bloodline.

    2) People with bloodlines have some advantage over the non-blooded
    that has allowed them to totally take over the rulership of cerilia such
    that not even /one/ kingdom is ruled by a non-blooded ruler.

    I propose that the rulers of cerilia, prior to deismaar, could manage
    to get regency points from their lands. They would get 1 regency
    point from any holding or province that would supply a blooded regent
    with atleast 2 regency points. Thus a king in charge of a land with
    four provinces at level 4, and controlling all of the law holdings
    in said land would get 8 regency points every domain turn.

    No ruler can collect more regency points in a turn than his wisdom
    attribute. This restriction cannot be overcome in any way.

    Also, as regents do not have as strong a bond to the land they do not
    have to worry about Investiture. A non-blooded regent who is trying
    to take over land belonging to a blooded regent can not invest said
    province. To form a bond of his own, he must complete two new actions
    provided below. If the land is not controlled by a blooded regent then
    he only has to use the 'form bond' action.


    Break Investiture Success: 10+
    Type: Domain Base Cost: varies

    This action allows a non-blooded ruler to break a bond of investiture
    that ties the land to a regent. The cost of the action is 1 regency
    point per level of the province. The action can be opposed by the
    ruler of the province, and if so the rating of his province is added
    to the roll. Both partys may also spend regency points to affect the
    roll.

    Form Bond Success: 10+
    Type: Domain Base Cost: varies

    This is basically the investiture action, except that it dosnt require
    a priest or even a blooded reciptent. The action requires that the
    regent spend time at the newly gained province or holding and famalarize
    himself with it. He must spend regency equal to the level of the
    holding or province to be bonded with. You cannot use this action on
    any province or holding that has been invested by an action-- although
    this action can override the bond held by a nonblooded regent.

    from the root? It seems meaningless to argue about the Shadow War or ruling
    without bloodline.

    If a player wants to be a regent, make him a scion. If he insists not to be
    blooded, tell him he cannot be a regent.

    As I explained in the message, non-blooded regents can get a number
    of regency points from their domain. Anytime a blooded regent would
    get more than 2 regency points, a unblooded one gets 1. They cant
    get more than their wisdom in regency points in this way.

    EXAMPLE:

    Silvea, the Elf Queen of the Erbennien (Wis: 15)

    Baniens Deep (3/6) Law2
    Northvale (3/6) Law2
    Shadowgreen (4/5) Law3
    Westmarch (2/6) Law1
    Abbatour (2/6) Law1
    Ilien (2/6) Law1
    Braeme (1/6) Law0

    A blooded regent would get 27 regency from this domain. An Unblooded
    regent would only get 9 regency from it. (Braeme, and the Law1's dont
    give him any regency)

    NOTE: To anyone who thinks im trying to let people without a bloodline
    rule kingdoms, im not. Im meerly providing 1) A way to play the game
    without bloodlines, perhaps in a pre-deismaar campaign. and 2) a
    matter of historical curiosity, explaining why all domains are ruled
    by blooded regents.

    I wasnt 'shaking the concept from the root'. I was meerly providing
    an explaination of why blooded characters are the only rulers, and how
    the humans could rule themselves prior to Deismaar. Those rules wouldnt
    work well in a modern game, because the people are so used to blooded
    rulers that they would rebel against a non-blooded regent.

    I dont have ANY players that wont to be a nonblooded ruler. I was
    providing this for the list, as a matter of 'historical curiosity' on
    how ruling was done before Deismaar and what exactly makes the blooded
    so very superiour.
