War cards are fast and quiet simple. But yes don't offer too much
    strategy.
ICE has published War Rules box. It's for Rolemaster, but I
think it's general enough to be converted. It's fitts as larger
scale battle on Rolemaster and has lots of tables (of course). Anyway it
has details enough and it's faster than miniature battle systems. And most
of all strategic element is there.

I do not believe that I am the only one who dislikes the system of War
Cards used in Birthright. It does not seem detailed enough, and has
virtually no strategy. I am looking for a system which could possibly
replace the War Cards. I have found the SpellJammer rules for ship
combat able to replace the Naval War Cards, with a few adjustments. A
guy I know suggested using the Warhammer rules for combat to replace the
War Cards. If anyone has any ideas, could you let me know?

The Battlesystem rules work real well.

Have you looked at TSR's Battlesystem rules? I haven't played it in awhile,
but they are the official AD&D miniatures battle rules, and they should
probably work. I'm thinking of incorporating them into my own campaign if my
players ever get it into their heads to start invading neighboring domains.

Personally, I'd avoid the RM war stuff. As the system is quite detailed,
a fast resolution of even a small battle can take quite a well (compared to
a war card battle). If long, detailed & realistic battles are what your
looking for, then by all means check it out....
I use the GURPS Mass Combat system (I think a few others here do to). Its
fast, tres fast, as the whole battle is resolved (basically) in one die
roll. This is great for BR, and the detail level is adequate enough. One
of the best parts, though, it the level of involvement a PC can influence
the out come of a battle (and risk his/her neck...).
    My 2 cents.
