For pure value you would probably want to get "Cities of the Sun". It has
the basic Naval rules and comes with a good amount of info on the Khinsai
lands. The "Naval Battle Rules" goes a little more in depth with the actual
ship-to-ship combat, but basically all you really need is in "Cities of the
Sun".
