The way I understand it Brandon is this...
Each part of the land has its max source and whatever this # is, the source
can never be more than this. For example, in the boxed set it says
something like forests, plains, plateaus, and hills are a 5 source....old
forests and mountains are 6-8's, and then a "mystic" type place that has
been around forever and is basically secluded is a 9. Rhoubhe Manslayers
realm is a 2/9 for instance, and he is an Elf. So basically, the realms of
Silewode and Tuarhieval have their sources "maxed" out, wheter it be a 5
    source or an 8.
    Hope this helps some...

If i remember correctly, in Tuarhieval, there is some guilds and laws
that are not to the elves. So, maybe, this can account for the low
rating of magic. By the way, it won't surprise me that this is an slight
error of the conceptors (it happens here and there in the supplements).
But, not to critesed, they did an awfull lot of good work.

On this subject, just thought I would mention a house rule I use.

Elven development doesn't affect Source, but Elves don't develop over level
4 in their traditional lifestyle. If they do, it indicates more instrusive
style of living and all development is then applied against Source. I also
use this for any essentially druidic culture.

Maybe they didn't build their sources up to maximum levels yet....
