In the unit experience section on page 114 it lists the 3 experience levels troops may have (Green, Regular, Veteran) and then goes on to mention a 4th "elite" type of troop:
... in the special training section.Elite units may have two areas of special training.
Do elite units exist? What is their unit modifier if they do?

Actually, that sentence should likely be:
"Some military units are provided with specialized or advanced training in one or more areas. Green units may not take advanced training. Standard units may have a single area of special training. Veteran units may have two areas of special training."

I consider "elite units" to be veteran units with special training.
