Where can I find where in the books it describes the order of the houses? I
see some people saying that Avan is the 2nd house, Mhora is 3rd, Alam is 4th
and so on. Where are they getting this from? I know Mhora is the 3rd house
but is the rest just personal preference?

In one of the books, it says the Deretha (something like that) who
eventually settled Diemed were the 5th house. The Boru are noted as the
forerunners of the Boeruine clan in the Book of Priestcraft, but no number
is given. If someone is using a bigger list than that, they`re probably
making most of it up, there has been no exhaustive list published.

The Elin are mentioned as the 8th House of the Andu in the dragon magazine article about the Andu and then subsequently refered to as the 8th House in the timeline from the WotC site.
