    I am new to birthright and 3rd edition my players asked me what a elite pc was and I didn't know myself! Can someone help me?????

    Bad choice of words (without a definition) in the playtest docuemnt. Consider the phrase to mean the same as a more powerful (or above average) character form the DMG, i.e., player characters are more powerful than NPCs hence they have higher average starting ability scores (except for exceptional NPCs) than the average NPC. The DMG would describe PCs as "above average" or the level for point buy points is the "high-powered campaign" level.

    In 3e "elite" characters appear to be ones who have ability scores similar
    to the standard array and who take character levels in PC classes. Other
    characters (normals? commoners?) have ability scores that do not amount to
    a significant set of bonuses and take levels in the NPC classes.

    I found a reference on p.48 of the 3.0 DMG.

    Elite characters have above-average ability scores and maximum hit points at first level.

    Average characters use the 3d6 method and roll for hit points at first level.

    All the tables in that section are elite NPCs with Starting Stats of 15,14,13,12,10,8.
