I was wondering - would you allow a halfling wizard in your campaigns? I am
not sure if this fits the `feel` of BR. I have a player who wants to be a
    halfling shadow adept.

Why wouldn't it fit? Assuming this is a 3rd ed question and not a 2nd ed one. The Shadow World is very strongly tied to magic, albeit skewed from the "normal" perceptions. The PHB has rogue as the halflings' favored class, so if a player chose to not take any levels of rogue he would need to keep all of his classes within 1 level of each other to avoid the exp penalty (which stacks).

I would allow it. The FR shadow weave and the shadow adept prestige class fits perfectly to the shadow world. Of course Shar has no influence here, so something should be changed with the casting restriction.
my purpose is now to lead you into the Pallace where you shall have a clear and delightful view of all those various objects, and scattered excellencies, that lye up and down upon the face of creation, which are only seen by those that go down into the Seas, and by no other....

Why shouldn't exist Halfling wizards? In 3rd Edition everything is allowed, even dwarf wizards. And in Cerilia Halflings are a little bit more magical than dwarfs... ;)

Even with the more open classes in 3e I don`t think BR halflings should be
wizards. 3e as a standard is really more set up as the basic fantasy rules
set. Campaign settings other than the standard (FR and GH) can and probably
should have some pretty serious changes from the standard rules in order to
differentiate them from those settings. Certain race/class restrictions
don`t make a lot of sense in BR, like what human race can be what type of
paladin, but when it comes to access to arcane magic the elf-human standard
is part of what makes BR different.

A halfling Shadow Adept, however... that makes a little more sense. In BR
bards have access to the charm school of magic, despite that being one of
those schools restricted to "true" wizards. You could do something like
that, giving a particular spell list to the class and limiting its access
    to other forms of magic.

IMC, if one can find a teacher or be accepted into the College, you can be a
wizard. Halflings might do either of these, so why not? (Only sidhe, fey or
giant class monsters, and scions have the option to be a sorceror.)

Halfling wizards in general, I`m not sure about, but a halfling *shadow*
wizard in particular seems just fine. There ought to be some halflings
with more and weirder shadow-world powers than most of their kin; calling
them "wizards" is probably the best place to fit them in game-mechanically.

(IMC, I don`t have halflings at all; but at present I`m just talking about
what I consider the BR of the rulebook.)
