The current version of my Birthright rule-set has four-action turns lasting one year, with the winter action being downtime for diplomacy and training.

There's certainly precedent for restricting a class to six spell levels - Paizo did it a lot in Pathfinder and Starfinder currently has no 7th-9th level spells at all.

I would say that if you're doing it every year without fail, clearly you don't have enough going on in your life, let alone if you raise it twice a year more often than not.

If you take the line that they're most similar to outsiders, then they can't be raised anyway, thought resurrection might be allowed (for all the zero canonical priests who can cast that spell).
