Hi

We did avoid this in the RuinsofEmpire PBEM. Not until four years of game play did the first true war start (and now everybody is killing each other :-)

This is partly a result of house rules that IMO balance the war thing a bit.

But more importantly was the cooperation of the players. Developing an extensive background story for all realms and regents, and then asking everybody to take it easy and just learn the game for a game year, did lead to a much more consistent tyle of play.

IMO avoiding a blitz comes most easily from player/DM agreement and cooperation.

Hi

In the RoE game all units can be have three different "status" mode after what they are doing. Active (campaigning) units pay full maintenance, garrison units half, and reserve (deactivated but not disbanded) pay one quarter. Works very well.
