So, the question becomes what kind of bonuses to give the Dwarf.

+2 Con -2Dex was the 2E method, and was kept for 3e.

I think giving +4 Con is out of the question, but I would like to see the nonhuman races of Cerillia returned to the much higher prominance. Part of the problem with this is how important attributes are for 4e.

So for now, maybe handle those through feats, and grant dwarves
+2 Con +2Wis/Cha depending on if we desire 'Cleric' dwarves or 'warlord' dwarves. As with Anurieans, I lean to +2Cha.

Working from the +2 Con/+2 Cha perspective (though dwarves getting a charisma bonus is a bit weird)
In 2e Dwarves had:
-2 to attacks of Ogres/Orogs
1/2 Damage from Bludgeoning Attacks
+4 points to Strength for heavy lifting.

I think we can turn the -2 to attacks into a +2 AC against Ogres/Orog feat.
1/2 Damage from Bludgeoning I think we can turn into a resistance of say 5 or 10 as an encounter power (see below)
+4 points to Strength for carrying purposes I think we can carry over.
Most the default abilities can come over.
Drop the throwing Hammer and Warhammer for Handax and Battle ax, though. And drop Stand Your Ground in favor of the encounter power against bludgeoning attacks
