I know the complete BRCS download is a test platform and that Chapters 1 and 2 are the completed and sanctioned versions. However are the other individual chapters available for download also the sanctioned versions or just reprints of the test platform?

Only Chap 1 and 2 have been "sanctioned".
Chap 8 contains some preminary updated information but has not been done to th point of detailed voting.

Admittedly a bit unrelated but...can you please stop demeaning your own work? The BRCS is as official a 3E BR product as we will ever have. And it is a good piece of work, so stop putting "sanctioned" and such into brackets. The latest version of the BRCS is for all intents and purposes the officialt 3E BR game setting.

It's not demeaning, its just an accurate description of the work. The unsanctioned chapters are a good rewrite of the rules to adapt to 3E, but have not been altrered by the community at large or voted on. The BRCS was not seriously playtested, and has some serious flaws, most notably a growth of spare RP. The remaining chapters could get better with some work.
Right now their is not the neccesary participation to seriously update more chapters, as their was a year ago. But their certainly has been an uptick and maybe we will be able to get back to working on the remaining chapters.

Perhaps more to the point, on the Title Page of the BRCS, in big letters, it reads
FIRST RELEASE PLAYTEST RULES
(DRAFT VERSION; UNSANCTIONED)
Now,I don't know who I-man considers the sanctioning body, but considering his relationship to both works, I think he'd know.
I'm willing to take his word for it, anyway.
