What is the modifier used for when you look at Table 2-2 in the 3ed rules? I can't find a place where it is actually used to modify anything and am a bit lost, sorry for such a silly question.
Just to tag on another silly question, what are the scores for each level of Bloodline Strength? Minor is from what to what for example.

One thing it is used for is:
• The base DCs for blood abilities that require saving throws are 12 for minor blood abilities, 15 for major, and 18 for great blood abilities. The scion's bloodline score modifier adjusts this base DC.
While it doesn't specify exactly what a bloodline check is (somehow that concept got lost) it applies to any of those made just like an ability check (Con for instance). These are made to resist bloodline derivation changes due to bloodtheft and some bloodline abilites call out bloodline checks also (for example Blood History)

There is none. There wasn't in 2nd ed either.
The two are unrelated, although a higher strength generally corelates to a higher score (taking scion class levels increases the score).

PCs can't start with True bloodlines.
Taking scion class levels (the only way to get major or great blood abilities) you would have a minimum of +8 to your score. Minimum starting number would be 6 + 8 = 14 (3 from 3d6 doubled to get to 6).
2nd determinatin fo bloodline score went like this:
Tainted 4d4 (4 to 16)
Minor 5d6 (5 to 30)
Major 8d6 (8 to 48)
Great 8d8 (8 to 64)
So it was possible, although unlikely, to have a tainted bloodline with a higher score than a great one.

You could have this: Not from the beginning but in the game later: Invest yourself with a true bloodline(from Rhuobhe for example) and later fall prey to a wizard using blood drain(more than once), by the way you can loose your Bloodlinestrengt and your Bloodabilities. The Wizard can have only a tainted line but a Bloodlinestrenth 100+ and all Bloodabilities you previouslie had(and every other victim of his Spell), he could posses all Bloodabilities allowed for his Derivation.
If your Dm allows this, only.
