Sorry, I haven't been able to find anything one way or another in the BRCS. Can Scions recognize each other at sight, similar to the immortals from Highlander? How much information is detected, if this is the case?

No. There are some spells that can detect bloodline (complete mage from recollection) but no canon bloodline ability and no general ability.

That said many bloodlines are famous, most scions are the upper tier of the nobility, and while a PC couldn't 'sense' that Aubrae Avan is a scion, even a cursory knowledge of the nobility would make it obvious that she was strongly blooded and most sages and match-makers could likely make a good educated guess about her bloodline powers (at least those with externally visible effects) based on the family reputation.

Also some powers are visible in their effect indicating that someone is blooded (given how rare magic is in cerilia some magical powers are likely to be attributed to bloodline even if 'merely' mortal in nature), and an awnshegh or ehrshegh is visibly marked by their bloodline though both such methods to identify the blooded could fail.

The BRCS has Blood Sense as a blood ability. The description links it to Azrai, Brenna, Reynir, Vorynn bloodlines but not on the page that explains the concept of Blood abilities (http://www.birthright.net/forums/showwiki.php?title=BRCS:Chapter_two_Blood_and_rege ncy_Blood_abilities).

Is there a link somewhere on here to the most recent edition(s) of the BRCS?

The ones on the wiki are the latest versions.
