Are these from a supplement that can be downloaded somewhere on this site?

d. Section AC 3
e. Rigging Sections 1
f. Rigging hp 60 (hardness 0)
g. AC 1

The page says "The statistics block from Stormwrack, the 3.5 supplement for the sea..."

So it isn't a warcard stat block, I don't have the supplement to say how to interpret the stats, sorry.

These are from Stormwrack, one of my favorite 3.5 books.

2. What do all the stats mean and how do they work, because i see 3 different AC's?
a. Overall AC -3 - Whole ship's AC, hardly ever used
b. Hull Sections 14 (sink 3 sections) - usually, you'd attack a section of hull or rigging
c. section 50 hp (hardness 5)
d. Section AC 3 - so, there's 14 hull sections, each 10'x10'x10'

e. Rigging Sections 1 - more or less, this is the number of masts.
f. Rigging hp 60 (hardness 0)
g. AC 1 - AC for the Mast/Rigging section

h. Ram 4d6 - Damage dealt by the ship, per 10 feet of its speed if it rams another vessel

i. Mounts 2 light - Light = ballista, Heavy = catapult options

j. Complement 60 - maximum crew + passengers for a long voyage
