Probally a stupid question, but.....
What can a regent tell about his neighbors armys. If he dosnt have
any scouts, and dosnt do any spying with espionage-- What can he
learn about the nieghbors??
What if he dosnt have any scouts nearby, but he owns some holdings in
those provinces..
Basically, what can a regent see if he dosnt have any scouts/espionage
actions....

He knows nothing about the neighbouring armies, as far as I can tell.

Thats unrealistic-- He'd have /some/ idea what was there.. Expecially
if he had holdings there..

While the Rules don't really cover it, a Regent will hear news and rumors
from Traders, Travellers, Refugees, etc. that come into thier lands. Even
without Spies, or using an Espionage Action, a Regent is liable to know
quite a bit about about "enemy" Provinces that border his/hers. The further
away a Provience is from a Regents territory the more of what they know
should be rumor and not fact. Now as for what the Regent knows, that is up
to the DM. By applying a little logic you can probably guess at what info. a
regent would hear about from these random sources, but be sure to mix in a
good dose of fiction with fact. Also don't forget how easy it is for another
Ruler to spread disinformation using this natural "grapevine". Eventually a
Regent will learn not to depend on traveller's tales, and see the benifit of
employing good Spies.

I agree. Maybe he can know if there are any units, but not how many.
And, if any are mounted. But more details require professionals, either
scouts or spies.
