Does anybody know if there is a proficiency that allows players to create
specialized units?

In my campaigns, I've allowed for players to have this proficiency slot. It's
called Special Warfare. This proficiency enables the player to create special
units that gain bonuses in certain areas, (i.e., arctic tundra, desert, forest,
nocturnal units). These units have all of the attributes of a normal unit,
with the exception of the special bonuses. Example: Prince Andrall de Raines
wants to create units to invade the domain of Rhuobhe Manslayer. He decides to
create a specialized unit of Forest Knights. These Knights will be on equal
footing with the gheallie Sidhe of Rhuobhe.

This proficiency requires both a wisdom and intelligence check at -3. If the
checks are successful, the unit is created at twice the normal GB cost. If the
checks fail, then the unit created is a normal one, still paying twice the GB
cost. The player does not know if his attempts met with success or failure,
until the unit has been battle-tested in these areas. He has trained these
troops to the best of his abilities, and for all intents and purposes, he
thinks them trained the way he wants them.

Tell me what you think.

Take a look at the BR netbook. It has a domain action that is exactly what
you are looking for.
