Unless he really wants to build every house in the city, I suppose all he
has to do is the fortifications. Once the walls are up and the avenues
paved, people will naturally build according to his plan. So the cost is
the cost of the fortifications.

Now, if your player has A LOT of gold, you can take his city plan, the 1st
edition DMG or the Castle Guide and calculate the cost of each building in
the city. That would probably make the price go up to the 100,000s gp.
Fifty Gold Bars, minimum!

... especially true with an elven or dwarven population. I figure the level
of the province is NOT the population level, but the development level. By
ruling a province up, you build irrigation systems, inter-muiciapal roads,
a library network, mills, etc. Then the people arrive, attracted by the
jobs offered and the better lands. They may come from the surrounding
provinces, but also from farther away. Some years later, the population
finally reaches the population level indicated by the Rulebook for a
province this size.

That brings us back to your player who wants to create a city from nothing.
Perhaps the cost of the successive Rule actions he'll have to make
represent the construction of buildings at his own expense.

Here is a guideline from another game:

woodbuilding, 100*100 meter = 100 manweeks
stonebuilding, 100*100 meter = 500 manweeks

1 manweek is the work one worker can do under 1 week.
So 100 workers would build 100*100 meter under 1 week (in wood).

When you rule, what your doing is building new homes, improving the
conditions in the province to make it more 'desireable' for people
to move. This includes the construction of villages, and other
such things. The people come from other provinces, I would imagine..

This isnt said in the rules, cause that would be AMAZINGLY complex
to convey.. Thus, you normally wouldnt need to do anything other than
rule afew times to build citys.. To build a capital, however, I
would require the expenditure of several gold bars, and a domain
turn (unless the regent wants nothing to do with the selection
process).. That would be followed by several turns of building, and
afew rule actions to increase the population and take into account
the increase of population..

Basically, however, most of the work will be done by the people, not
by the regnt.. To 'start' a capital would probally take afew domain
turns, possible something like a build action.. Infact, thats how
I would handle the original 'action'.. So your looking at maybe
afew seasons of game time.. The city, however, wont get really BIG
in all liklyhood, for several years..
