As far as I know, there are no rules on Elven investiture. IMC, I
allow them a formal ceremony to pass on provinces and other holdings.
It is basically an investiture without the priest spell. The
reasoning behind this is that Elves have a much closer connection
to the land than any other race.
Passing on the bloodline is more difficult. Basically, I use a wizard
investiture spell for this purpose.

IMC Paladins are able to cast priest realm spells if they control the
holdings needed and are of high enough level. High enough level means
Paladin *casting* level, as per the PHB. So a Paladin who wants to
cast a 1st level realm magic spell has to be 9th level. Needless to
say, no Paladin is known to have used realm magic.
