Can people with holdings declare war on other people with holdings in
the same province without declaring war on the province? Say 2 thieves
have holdings in a province. Thief 1 is trying to contest Thief 2's
holding. Can Thief 2 just declare war on Thief 1, destroy the Thief 1's
holding and not affect the province?

Good question. Going by the way the rules are worded, I really don't
think it is possible. In order to have the opportunuity to raze holdings
with an army, you have to occupy the province first, thereby reducing the
loyalty and generally pissing off the ruler (if it isn't you). I think
the idea behind holdings was to use other methods to eliminate the
competition (like contest, or espionage actions). Of course, as a DM you
always have the opportunity to change the rules to suit your own
campaign.

No you can't, cause to move an army in a province you don't control, the
ruler must agree, or you must declare war. So, a guilder in any province
can just use his armies to defend, or to declare war to the ruler.

Ok let me restate. Can a person with a holding declare war on other people
with holdings with the provincial ruler's permission? For example, a
Ranger has a guild holding in a province. In the same province is a
thief that keeps doing espionage after espionage. Finally the Ranger
gives up and asks the Province ruler "Can I just go wipe out so and
so's guild holdings? He has been a lot of trouble to me." Can the
province ruler give someone else permission to declare war on just a
holding?
