Personally I also feel that maintenance for a castle should only be
1 GB and not one per level. The building cost is high enough. The
maintenance, in my mind, represents more the maintenance on the
walls and fortifications as well as staff and provisions etc. It isn't
necessarily true that a larger castle will be cheaper to maintain
than a smaller one. The larger castle will be in a higher populated
region so labor could be cheaper, provisions more plentiful, etc.

Prehaps then 1 GB / castle, as long as that castle is < or = the province
level, otherwise 1 GB / level above the province level to reflect the extra
cost of labor, provisions etc.
I wouldn't think a castle should cost more than 1 GB / castle. After all they
are made of stone and require little maintainence. And if there are soldiers
based there then they could do the maintainence instead of workers. If the
castle was home to the king and his court that might be different, but this is
reflected in the court maintainence cost.
