We started our first Birthright Campaign last week and most people have =
opted to play a regent of some flavour or another. However, a couple of =
them have decided to be province rulers, either in the capacity as a =
local sheriff, or as an ancenstral ruler.=20

One of them asked the germane question as to whether they would, in =
their capacity as a province ruler, attract Regency Points and Gold =
Bars. I initially thought no (I'm not the DM), as they do not control =
any holdings. But then, is taxation done at a realm level or a province =
one? I personally think it is done at a province level so they could =
obtain GB's by this method, but does anyone have any other thoughts or =
ideas on this?

Thanks

Justin

IMHO, unless that province ruler was a vassal, and actually ruling that
province , instead of just handling smaller affairs for the realm regent,
they wouldn't attract either GB's or RP's. If just the province was
vassaled to them, then they could get both for just the province, but no
taxing the guilds, temples, etc. If the law was also vassaled to them, then
they could tax anything within that province.

On the other hand, being a vassal usually means they'd have to give up some
RP and GB to the realm rules. Maybe keep a certain amount of troops
mustered, that sort of thing.

Just my two GB's :)

It's definitely done at the province level. Assume that normally the
province ruler is a vassal of the domain's regent and as part of the
vassalage agreement is required to hand over 100% of the GBs and RPs
generated by the province. With a PC as a province ruler, it's up to
him and the domain's regent to hammer out a vassalage agreement as to
how much each gets.
