I treat court wizards as just that, the primary wizard in a noble's court.
They are not necessarily the holders of any source holdings at all. Heck,
most of the ones I use are not even blooded. I see their primary function as
being advisors and sages of things magical and mystical. With the unblooded
wizards power focused on divination and illusion this fits right in their
department as they are well versed in seeing things that are obscured with
magic, and obscuring those things themselves.

A full blooded wizard with source holdings is usually too busy working on
his own private matters and interests to really devote the attention that a
noble ruler may require over the years. Regent wizards make great allies and
advisors in times of great duress, but they make lousy day to day advisors.
