Does Birthright even need a RPG system to support it? I believe it can stand
on its own (at least if you don't do the Adventure action). Level is used to
determine initiative but can be easily omitted (bloodline can be used in
that role as well). About the only thing which is required would be
character class to determine regency collected from holdings, but class is
not tied to a particular system and you can easily have generic classes
without a RPG system in the background.
