Who says he's not coming out of his fortress? That's written nowhere
that I know of. I know a lot of DMs have implemented this as a house rule,
so their low level players can see the Gorgon as a distant threat and not an
immediate one, but I know of no reason he can't leave if he wants to.

I believe they refer what I perceived as only a rumor in the supplements. Or
perhaps _Iron Throne_. Anyway, the belief is that the Gorgon has reduced
power if he leaves Kal Saitharak since the battle with Michael Roele. They
*say* has hasn't.

In my old campaigns, he sure as heck did. Sliced of an arm and a leg of the
PC princeling of Mhoried when he narrowly avoided being split down the middle
(including the heart). The PC *knew* the Gorgon had come for his bloodline
but dared to challenge the Gorgon on the field of battle anyway--without the
support of the rest of the group. Not that it would have changed much anyway.
As a side note: he only survived due to the quick reactions of his bodyguard.

So it's up to you. Me, I like to put the fear of Go--I mean Gorgon into the
PCs every once in a while. ;)
