The Anurian dukes were intermarried with the Imperial family. The Emperor
would have had the highest bloodline (except perhaps certain Diesmarr born
abominations) in Cerilia.
Higher population in Anuria means more regency which can be invested (over
time) into bloodlines.

That's true. It could also be that the designers designed the game to
make it have that feel. The Anuireans are the most tied with titles
and regency, it only seems fitting that they have the highest
bloodlines. While other regens don't have as much tie to titles so
they don't have as high bloodlines.
