This reminds me of a question I meant to ask. Can regents with a, say, Major bloodline receive BAs at Great level? It seems some (particularly the Awnsheghlien) do, but is this the general rule? If yes, then what is the point of differentiating between bloodline strength levels (tainted/minor/major/great)?

Yes.
It's determined radomly on the charts.
Bloodline strength levels describe the range of blood points a character may
have. (few/more/plenty/a lot).
