It is that you could ignore 1 level of loyalty change. Thus, the loyalty
level in that province did not change.

However, the loyalty change ignored is for the entire domain turn. Thus, if
the priest regent carried out 3 rounds of Agitation for his 3 domain
actions, there would be -3 loyalty levels. And not forgetting, the Priest
regent has a free Agitate action per domain turn.

The way I see is that the normal -1/turn is for subsequent turns.

During the occupation, the occupying units would function as temporary law
holdings (pg 66). Most probably this law holding level would be equal to the
province level and thus the occupying regent could ignore 2 levels of
loyalty changes per domain turn. Though, he would better create his own law
holding and rule it up fast for a more efficient and economical way to
control provinces. :)
