Seems to make sense from a historical perspective. Can they muster troops
during any month in the winter? By spending extra gold to "entice" the
men into showing up ASAP, you could ensure a unit called for in the 1st
month of winter was ready in the 1st month of spring.
As you noted elsewhere in your post, Cerilia seems to have its own special
brand of feudalism. I would assume guilds in Cerilia are much more
profitable and powerful than they were in medieval Europe. It appears that
many people have time to take up some occupation other than farming.
Perhaps this is because of the liberal use of Bless Land realm spells or
some other "fantastic" phenomenon. So, maybe in Cerilia there are grounds
for men sitting around all year long with not a lot to do who can say "Hey,
I think I'll join that there new unit the Baron's formin' up so I can get
me hands on that signing bonus!"

Any possibility of seeing some of your ideas? I agree the Rule action, in
particular, probably needs to be slowed down. I've been considering making
a Rule action not take effect until 1 month/new holding level after it was
initiated. Thus, ruling from a level 3 to level 4 province would take 4
months before it was effective. The more people you're trying to influence
(or the more mebhaighl you're trying to harness, etc...), the longer it
should take to do so.
