Heh. True, especially the last part. And sooo ...
Does this mean he is the ruler of the city - or is he just an advisor to
a mayor, (or a bunch of mayors/burghers), a non-voting member of a
senate, or what?
My money would go to the opinion that all he has to do is look after the
Cairn, and will give 'suggestions' to the ruling council of the city
(whatever that may be). But what do you think Trizt, everyone?

Arrgh. This is like pulling out wisdom teeth! Please define what this
means! Does he have the ability to make laws? No? Is he actually in
charge of the Imperial Legion? What?
