Whoever is the regent that is Invested in the province is the one that gets
the taxes. The others can try to take your tax money if they have law holdings
in that province, otherwise, thye are out of luck (and money).

Law holdings have nothing to do with whether or not you can get money from
your province...only has an effect on the amount of loyalty changes your
province sufers relative to your tax level..
