They are one and the same, the according the adventure (from memory) it was
stolen form the Grogon and he's mighty upset about it.

Ah ha!!!!!

I have asked this same question to Ed Stark about 2 years ago now,
pointing out this glaring problem. The official response (paraphrased)
is:

The Sword of the Anuirean Empire, as described briefly on page 33 of
Blood Enemies is an ancient weapon once held by the Emperors, probably
obtained by the Roele and handed down for a few centuries until obtained
by the Gorgon in one of his periodic invasions of Anuire.

The Sword of Roele is Michael "Loser of the Empire and Society" Roele's
*poke MR likers* personal sword given to him by the dwarves of Baruk
Azhik upon MR's ascension to Emperor.

The two swords are often confused, but are indeed separate weapons.
