In the Great Bay expansion the realm of Coullabhie is home to an elven wizard.
Under that realm, it mentions that the wizard keeps the province levels down.
Quote: "It is her influence that keeps the province levels in the realm at low
numbers (in spite of the fact that as an elf wizard, these levels do not
reduce the magic she can tap)."
In this realm, it is understood that the regent (another female elf) is elven
so she does not reduce the source levels with expansion. However, this
statement says that all elven wizards can tap the maximum source from any
province regardles of exansion.
Have you guys already dealt with this? I was under the impression all wizards
were unable to tap sources that have already been ruined by expansion (other
than elven expansion).

I think was this is refering to is the fact that Elves do not effect the
land in the same way that other races do and the source potential is not
reduced, not that the Elven Wizard can tap lost source potential which
of course she can not.
It is also saying that the Sayer is a bit of a loner and does not want
too many other Elves living in Coullabhie so uses her source holdings to
oppose the ruling of any provinces.

I certainly agree, it is the type of development (elven/non-elven) that
counts not the wizard. Source is a measurable phenomenon and is either
there or not there, it won't be there for an elven wizard and not for a human.

Are you really sure about this. In the same Haven's of the Great Bay
Expansion, there is the domain of Colin Shaefpate, a half elven wizard and
pirate. If you read the description closely, his source holdings are
unaffected by other holdings controlled by him. His holdings are not pure
(or even mostly) elven, rather they are a human band of pirates.

The infamous "Island Wizard rule" was snuck into Colin's realm description and
should be ignored. It contradicts everything else written on the subject and
defies BR "common sense". IMO this rule was written to help out the RW Colin's
playtest character.

There is also a possibility that Colin (the wizard, not the player)
developed a realm spell similar to the one that Talinies regent mage
developed to allow him to rule his source levels to their maximum potential
based upon terrain in human held lands. This phenomenon should IMO remain
unique to Colin the Wizard and not be held as gospel when it comes to
working with PC wizards or even other NPC wizards. Unless, of course, they
happen to steal the realm spell from Colin.
