In respone to my own mail I have this to say:

All your points are well taken and I agree entirely, it is not THAT
easy.

But.....


What about the Gorgon?

He has had plenty of time to accumulate RPs and GBs.
He has been ruling his domain for a couple centuries and, as I recall,
has at least one province thats a plain.
He has a huge army and so who would think of trying to counter his
sucess roll (why not just invade the Gorgon's Crown?)
He is not stupid.
a level 10 province would yield tons of Gold and RPs for him (more blood
power) and would make mustering units easier for him.

What's he to gain from it? Quite possibly the source is more valuable to
him. Additionally, remember, he's more interested in maneuvering behind the
scenes. He tried the all out assault tactic eons ago, and it didn't work.
Mayhap a province that large would scare HIS neighbors and cause them to
unite. Remember he likes the countries of Anuire divided and opposed to
each other. Even the might of the Gorgon would unlikely stand against the
united might of all Anuire.

and destroy the sources !!!!!! He doesn´t need the provinces level increased,
he gets the number of units he wants !

But he doesn´t need that ! Did Sauron from Mordor had the necesity to rule his
wasteland(provinces) to raise more armies ?I think, we should use a different
kind of measure with the Orogs,goblins and gnolls population(they looks to live
quite well in a waste land than everywhere !)

The Gorgon is a bit of a special case. Raesene doesn't need to collect more
GB or RP than what he already does. Let's face it he controls 2 or 3 other
significant realms as vassals, if he wants anything he gets it.
Gorgon:Yo vassal, I want more GB & RP!!!.
Vassal: Sir, Yes Sir, Right Away Sir. Sir could please stop stepping on my
neck, Sir?
Does he need to pay is armies? Probably not. They have two choices. They
can fight for him or be crushed by him. (Assuming of course full scale
organized rebellion is not likely among the rabble he uses as troops). and
they can do two things about this. Nothing & Like it. :)
Also his realms are not exactly pristine wilderness. To what level could he
possibly get them?
All in all, his provinces are probably better off having higher source
holdings.
I know your only using the Gorgon as an example to show that it is
possible. It's possible for any regent. However any cunning (or is that
conniving) PC or DM could use this growth to their advantage thereby
putting you in a worse position. Proceed with caution.
