A question came up recently in my PbeM concerning the proposed actions
of an NPC Lieutenant. I wanted the Lt. to do something that usually only
a regent does. The DM thought about it and said no. End of argument ?
Yes. End of Discussion ? Heck no !

What can't a Lt. do other than Investiture ? Any Ideas ?

A lieutenant can do any action that a regent can; their lord has to pay
for the 'costs' (in regency and GBs), but cannot influence the success
roll further by spending regency points.
