Here is a suggestion for a "plunder domain" rule. This is far from a final
version, any suggetions for changes are welcome.
Plundering a domain
Haven't you asked how it was possible keep large armeis during the 14th-16th
century?
The answer is quite simple, rich areas where plundred during the occupition
of the land. The money left behind by the previous ruler, unfriendly guilds
and the population was freed from the burden of money and food. Most of this
wealth was used to pay mercenaries, the rest went to the crowns treasure
coffins.
It's only possible to plunder a domain once each domain turn, this don't use
an action round, but a none fighter regent can only plunder one domain per
a domain round, while a fighter regent can do this upto three times.
The first requierment is that the domain is contested by the will be plunder
or that the domain just have been conquered with help of military forces.
The plunderer orders one or more units to plunder the land, the more units
he uses, the more he can earn. The plundering units can't be used in battle
or moved during the month they are preforming their plundering.

If the domain is only under contest, then count the domain level as 1 level
less, level 0 domains are still counted as level 0 domains.
After the "first" plundering the domain is counted as 3 levels lower when
determing how much income the domain will produce for the regents during the
next two domain turns.
If the domain is plundered once more during this two domain turns, the domain
decreases one more level in the aspect of determing income for all the regents
and the time is increased with another two domain turns.
eg. Martin, the Paladin moves in his armies into Endier and notice that he
don't have money enough to pay his soldiers the next domain turn, so he
decides to let 2 units of his soldier to plunder.
Endier is a level 6 domain, but as Martin hasn't conquered it when he lets his
units to plunder the domain is counted as level 5, this will give him 3 extra
goldbars which he can use at once to pay his soldiers or save to next turn.
If an attacker orders plunder in a contested domain, the ruler of the domain
may try to prevent this by sending his own troops to hunt the plunders.
Preform
a battle between the two troops and if the ruler wins, then the plunder
failed.
The ruler may nor use thise troops in any other battles during the round.
