In view of the fact that most non ImpCit voters (me included) don't really
agree on what city it should be I think it's a run race. Even if more than
50% doesn't vote for the ImpCit al the rest will so lets work from that
presumption.

One of the first things that has to be decided is the population level of
the ImpCit
in view of the recent discussion about this subject I think we can say that
the realistic number lies somewhere between 100.000 and 400.000 Given these
numbers I've worked out what that means for the number of levelled characters.


Ok when using the houserules of the TSRBirthright development group (ref
CBebris)
in the most optimistic way we get for a 'normal' population:

Given the reputation of the ImpCit you could double the number of named
level characters present.
This would give a nice 100 named level characters for the 250.000 population
figure.
This also ties in nicely with the restriction of one named level character
per contributor when I look at the number of reactions on the list.

1) A population of 100 000 seems in line with what a level 10 'province'
might be according to the way the Anuirean provinces seem to be designed.
This of course doesn't leave us with the kind of population base we would
like I'm pretty sure. Going with the 250 000 pop would give us plenty of
breathing room.

2) A Statistician position should be appointed by the Imperial City
Administrative Committee to keep track of leveled NPC's (so over time we
don't go overboard) who will assign a basic individual (ie: unblooded
Anuirean female, Magician 4) whenever a 'designer' needs one. In this way
the balance is maintained, we can also keep track of demographics which can
be fun to play around with and *poof* one job is defined.

3) Doubling the numbers is one idea to make sure each person has a
'powerful character' to develop, but some like me can create fear with only
an 8th level character or 'monster' (these have not been mentioned yet).
If we don't have too many disagreements, why imbalance things too much?
Besides which, many of us will be forced to detail our creations without
emphasis on character power so much as political, monetary or 'intelligence'.

While it may take some time, these discussions are already beginning to
form the City in people's minds. The Online City already has a mailbox of
it's own at my end and I'm saving some (not all though) of the ideas I will
help develop when we break off into discussion groups. As things progress
we will probably need the 'designer list' to include ICQ #'s and maybe we
can create an IRC channel (not my area of expertise) to have these chats live.

This looks good. We don't need something accurate, just something that
works the way we want it to. 100 is a nice number - enough for latitude,
but without being too over-bearing.
