If you mean, can someone be both your Vassal and your Ruler? The answer is
no. But someone can (and really must) be the Ruler of another nation and

Depends on the land. Most Human lands are fearful (or down right hateful)
of Elves and would not want him around. Of course you might find more
tolerance to the north, they may have less against Elves but they despise
magic. In short he better watch his back.

I would say that could be true in a way, why not pay RP to a vassal so that
you will be a bit more sure that the vasal will help you during war time...
that would make ont to a sortof Vassal-Regent.

Yes, your lieutenant can be your vassal, but in that case he/she can't make an
extra action round for you during the domainturn as she/he has his own action
turns to handle.

I would say that is as common as goblin raiders would stopp when they see a
human in need and then help this human and give some golds to it too.
I have to disagree with Sepsis, in the north elves still make raids into human
settlement and wizardry is feared alot, so the elf would be quite shortlived
with his mageic shop, the land of Sun would be the only place I could think an
elf would setup a such shop and that only in the case if the elf likes sand
and alot of sun.

Only if the wizard is multi/dual classed and the other class gets RP for law
holdings.
