Could someone shortly describe this "rule" for us who hasn't seen the damned
BoP?

For those who haven't seen the BoP yet....

Elven investiture. The rule works like this. Should an elf want to do something
which would normally require a Investiture, the elf simple does it, without
magic. The only restriction is that
the investiture must be completely volentary on the part of all parties concerned.

While it does not say so specifically in the rule, I would rule that magicical
methods or coersion/intimidation will negate the effect.
