hmmm...contesting trade routes.
this is part of the Contest action, just expanded upon for trade routes.
cost and success is the same (it is the same action, just a different
way of using it).
to contest a trade route, the regent must hold a similar holding in the
prov (guild). the regent then declares action. the success is modified
by the difference in guild holdings (in the favor of whoever has the
highest level), also if any side has a law in the prov, he may use that
level to affect success. both may use RP (no GB) to affect success. if
defender wins, nothing happens, but if offender wins, the trade route is
destroyed, and then he must spend an action to try to create onew of his
own.
how's this?
