Correct me if I'm wrong, but aren't 1st to 3rd level spells derived from
the priest's own faith, and higher spells granted to the priest by
passing angels or the god him/her/itself? I seem to remember reading
this somewhere where it describes priests' spell recovery. That would
mean that the priest could carry on using 1st to 3rd level spells as
normal, and just popping off the plane to somewhere that has a
connection to their deity to get the higher spells back.

I believe this was only in 1st edition, I may be mistaken but I think it
was dropped from 2nd edition. This can really be seen in the way Priests
are handled in Ravenloft. In that realm the Priest's spells are either
stripped from them, or granted by the Dark Powers(twisted in some way).
Even more examples, of limiting Priest's abilities, can be found in
Planescape. Working under this train of thought, it is easy to see Cerilia
having its own set of "divine rules." Such as a limited pantheon of gods
being allowed to grant spells to their followers.

I don't remember which spell levels are affected (i believe the priest retain
level 1 and 2 prayers. But i do know from where you have read it: SPELLJAMMER.

Unless the priest builds a temple to his God, he won't have his spells.

A quick search found a clerics limited to 1st & 2nd level spells when
in the Abyss in QUEEN OF THE SPIDERS (copyright 1986) and MANUAL OF
THE PLANES (1987). If someone has the AVATAR trilogy from the
=46orgotten Realms handy, that would probably have info.
This made sense to me, as 3rd level spells had some
significant life and death increase in power, especially Cure Disease,
Cure Blindless or Deafness, Animate Dead, Speak with Dead, either
totally impossible to wizards, or much higher level (Wizard Animate
Dead is 5th rather than 3rd level).
The 1st to 3rd limitation was on major vs. minor spheres (page 34 of
AD&D players handbook, c. 1989). The priest could, if of high enough
level, gain spells from any appropriate level of a sphere the deity
had major access to, but only 1st to 3rd level spells.
I have long thought that given the ability of 1st to 2nd level
clerical spells to be learned without a miracle of divine assistance,
that some at least ought to be learnable by non-clerics. but that's
another topic, but one of some Cerillean import, as I can imagine
wizards attempting to learn Heal, and Nuetralize Poison as if their
life depended on it ... =20
Wandering further off topic, in my campaign I made the Spelljammer
spell Contact Home Power a 3rd rather than 2nd level spell, so that it
took a continuing miracle to maintain the thread of contact, and
isolated clerics were in continuing danger of being "stranded." If it
was just a 2nd level spell the cleric could restablish contact the
next day with no problem. IMC isolated congregations would tend to
die out, and restablsihing contact would take a significant major item
(relic, artificat, quest, oneof those goes-on-for-days ceremonies)
rather than a routine night's sleep and a couple hours prayer.
By the way, despite enjoying spelljammer in its place, and having done
my share of crossover campaigns (Torg & Time of Troubles) I'd like to
add that I think Cerillia benefits from isolation so that it can
develop its own setting in depth and integrity, rather than being run
over by crossovers.
I'd like to see many of the RULES ported to different settings, with
adaptions (non-blooded domain runing at various scales for instance),
but I'd like the world to develop on its own.

In the Avatar Trilogy the Priests lost all of their spells. As for
some sort of BirthRight content that seems esential for some odd reason =)
The mention here of Earth and actual people (In this case magic and
science) I was considering running a BR campaign in Europe, but I'm having
trouble having ideas how to convert something like that. Any ideas?
[Still love playing Anuirean lands and Khinasi, but I was wondering if my
players might feel more attached if they know the land so well.]

A way of handling this is to make up fantasy versions of the Religions found in
Medieval Europe. Then the rest will take care of it's self.
